FTI Consulting’s team of subject-matter experts includes a former tribal health system executive director, who implemented a tribal-operated CARF-accredited center for behavioral health, an OIG executive, who led IHS audits, and JDs and CPAs, who authored CMS rules, regulations and financial tools, including the Certified Community Behavioral Health Clinic (“CCBHC”) cost report.
We specialize in technical assistance for tribal health clinics or health centers, entities — that is, an urban Indian organization — and organizations operated under authority of the IHS in pursuit of CCBHC demonstration. Our offerings include strategic planning, program-design execution and implementation, program integrity, cost-report compliance and audit support, organizational transformation and federal grant writing support.
FTI Consulting is excited to partner with the National Council to help transform the behavioral healthcare industry. We are happy to serve I/T/Us, states and clinics in developing their CCBHC programs by providing a complimentary 15-minute technical assistance call. Our specialties are tribal health systems and P.L. 93-638 operations, cost reporting and PPS payment operations.
Our Approach
Strategy and Compliance
Our team of tribal and IHS professionals can walk you through the I/T/U eligibility requirements. We partner with our tribal clients as they develop short-term and long-term goals while building their CCBHC program. We guide you through state-specific Medicaid rules and help you create sustainable, efficient operations to make your CCBHC program successful.
What We Offer
Program Expertise
Our team at FTI Consulting has deep experience with the Indian Health Care Improvement Act, the Indian Self-Determination Education Assistance Act and P.L.93-638. Our experts directed a behavioral-health CARF-accredited tribal center featuring comprehensive, coordinated, trauma-informed and recovery-oriented care for mental health and substance-use conditions. Our experience allows us to help tribal- and urban-operated clinics and health centers design a program that is specifically tailored to meet the needs of the tribe and that helps reduce health disparities while maintaining tribal sovereignty and self-determination. We partner with you each step of the way to transform your operations to meet CCBHC program criteria necessary to join the demonstration or work under a state-plan amendment.
Technical Assistance
Our expertise in tribal-operated behavioral health programs allows us to partner with I/T/Us to implement a CCBHC and ensure tribal members’ continued access to quality behavioral healthcare. We offer technical assistance with program planning and design, key performance indicators to monitor program success and SAMHSA grant writing support.
