Executive Vice President
Fabien Roques is an Executive Vice President of FTI Consulting’s Compass Lexecon. In nuclear generation, he has worked for regulators, investment funds, plant manufacturers and other market participants. His work includes the modelling of revenues and of impacts on the power markets, regulations, market analysis, transactions, state aid and competition.

Omar Aguilar
Senior Managing Director
Omar Aguilar leads FTI Consulting’s Energy & Industrials Business Transformation practice and is a Licensed Professional Nuclear Engineer. Additionally, he has been recognized as a Certified Senior Reactor Operator and a Shift Technical Advisor by the Institute of Nuclear Power Operations. Omar was certified for the Nuclear Generation’s Emergency Response Plan and has served as an expert witness with the Public Utility Commissions on matters relating to a vast array of nuclear matters.

Bryan Zumwalt
Senior Managing Director
Bryan Zumwalt has extensive knowledge of nuclear energy and government affairs, having served as the Staff Director for the Subcommittee of Clean Air and Nuclear Safety. During his time with the Senate Environment and Public Works Committee, which oversees the Nuclear Regulatory Commission (“NRC”) and the U.S. Civilian Nuclear Fleet, Mr. Zumwalt managed congressional oversight for the regulatory response to the incident at Fukushima.

John Steitz
Managing Director
John Steitz has more than 10 years of experience on Capitol Hill, serving most recently as the Deputy Chief of Staff to Senator John Kennedy (R-LA). In this role, he oversaw all aspects of the Senator’s policy operations and served as top advisor for negotiations, legislative and appropriations priorities. Additionally, Mr. Steitz was a Ranking Member of the Energy and Water subcommittee. He maintains his role as policy lead for all energy, defense and foreign relations issues.

Steve Everley
Managing Director
Steve Everley is a Managing Director in FTI Consulting’s Energy & Natural Resources practice. Working directly with energy companies, he focuses on issues related to climate policy and litigation, pipelines and infrastructure, nuclear power and carbon capture and storage (“CCS”). In his 11 years at FTI Consulting, Mr. Everley has developed research and communications plans for companies in the energy sector, including investor engagement and ESG strategies for the nuclear power industry.

Blanca Perea
Senior Managing Director
Dr. Blanca Perea is a member of the Energy, Power & Products practice at FTI Consulting. With more than 18 years of experience in the energy sector, Dr. Perea has deep expertise in electricity and gas, specializing in regulation, economic analysis and energy efficiency. She received her Ph.D. in Nuclear Engineering and Physics from the Universität Politècnica de Catalunya in Spain, carried out at the European Organization for Nuclear Research in Switzerland.

Senior Managing Director
Ellen Smith has more than 30 years of operational experience in power and utilities. Throughout her career, she has provided regulatory and litigation testimony in the areas of storm response, infrastructure improvements and power reliability. Additionally, Ellen has extensive industry expertise in energy, power and products, particularly in the design, engineering and maintenance of liquified natural gas, power generation plants and systems, electric and gas.

John Cochrane
Senior Managing Director
John Cochrane leads the Power and Utilities practice at FTI Consulting, advising gas and electric utility clients in all economic, regulatory and financial areas of their business. With more than 30 years of national and international utility experience, Mr. Cochrane has held senior executive positions at major utilities and has served as a member of the Board of Directors on a variety of energy sector companies.

Fengrong Li
Managing Director
Fengrong Li advises clients on nuclear assets, including valuation, policy, contracts, asset strategy and market landscape. She has assessed the benefits and challenges of adopting small modular nuclear reactors (“SMRs”) compared to other carbon-neutral generation resources, guiding an SMR developer on market fundamentals, policy and regulatory drivers. At a regional level, she has advised on the ratepayer impact of state-level clean energy incentives in achieving CO2 reductions.

Wells Griffith
Managing Director
Wells Griffith is a Managing Director in FTI Consulting’s Energy & Natural Resources practice. He brings more than a decade of experience providing strategic counsel at the highest levels of government, public policy, political and public affairs arenas. In the public and private sector, he has successfully managed complex issues across the global energy and environment landscape, including reversing the prohibition on nuclear financing at the U.S. International Development Finance Corporation and leading the Nuclear Fuel Working Group in the White House.
Brett Kumm
Senior Managing Director
Brett Kumm audits nuclear power operations and their decommissioning, and has experience accounting for nuclear and construction activities. His extensive background in accounting for regulatory assets and liabilities includes reporting deferrals associated with future recoveries and credits resulting from future obligations to customers. Mr. Kumm is a Certified Public Accountant and frequently presents on behalf of Boards of Directors and special committees to regulatory bodies, including the SEC and the DOJ.

Jack Westphal
Managing Director
Jack Westphal is a Certified Public Accountant advising on construction, government contract and other commercial matters relating to costs and damages, with more than 15 years of experience assisting capital project implementation, performing financial investigations and resolving complex construction, government contract and environmental disputes. Mr. Westphal has assisted during the construction, repair, renovation and decommissioning of nuclear power facilities across North America.
